Chapter One: Introduction

1.1 Background of the Study

Education is a cornerstone of national development, and public policies play a crucial role in shaping the education sector. In Nigeria, the government has introduced various policies aimed at improving access to quality education, enhancing infrastructure, and addressing disparities in educational attainment (Garba & Usman, 2023). Wurno Local Government, located in Sokoto State, faces unique educational challenges, including low enrollment rates, inadequate teaching resources, and poor infrastructure.

Public policies such as the Universal Basic Education (UBE) program and the Teacher Professional Development Initiative have been implemented to address these issues. However, the effectiveness of these policies in Wurno remains debatable, as gaps in funding, implementation, and monitoring continue to hinder progress (Mohammed et al., 2024). This study examines the impact of public policy on the education sector in Wurno Local Government, highlighting successes, challenges, and potential solutions.

1.2 Statement of the Problem

Despite public policy interventions, the education sector in Wurno Local Government continues to face challenges such as poor infrastructure, low teacher quality, and inadequate funding. These issues have limited access to quality education and hindered educational outcomes (Ahmed et al., 2024). This study investigates the impact of public policy on the education sector in Wurno and explores strategies for improvement.

1.3 Objectives of the Study

1. To assess the impact of public policy on the education sector in Wurno Local Government.

2. To identify the challenges hindering the effective implementation of educational policies.

3. To propose strategies for enhancing the effectiveness of public policies in the education sector.

1.4 Research Questions

1. What is the impact of public policy on the education sector in Wurno Local Government?

3. What strategies can improve the effectiveness of public policies in the education sector?

1.5 Research Hypothesis

1. Public policies have significantly improved the education sector in Wurno Local Government.

2. Implementation challenges negatively impact the outcomes of educational policies.

3. Improved funding and monitoring enhance the effectiveness of public policies in education.

1.6 Significance of the Study

This study is significant as it evaluates the role of public policy in addressing educational challenges in Wurno Local Government. The findings will provide valuable insights for policymakers, educators, and development partners on improving the design and implementation of educational policies.

1.7 Scope and Limitations of the Study

The study focuses on public policy interventions in the education sector in Wurno Local Government, assessing their impact and effectiveness.

1.8 Operational Definition of Terms

• Public Policy: Government actions and strategies aimed at addressing specific societal issues, including education.

• Education Sector: The system and institutions involved in providing formal education, including schools, teachers, and curriculum.

• Educational Outcomes: The measurable achievements of students, including academic performance and skills acquisition.
